FER 2 State Incentives for Biomass Plants: A Real Opportunity for Clean Energy and Stable Income
The FER 2 Decree represents Italy's new support scheme for electricity production from innovative renewable sources or those with high generation costs, including biomass and biogas-powered plants. The decree, operational until December 31, 2028, aims to support the development of a total capacity of over 4.6 GW of new renewables through dedicated economic incentives and competitive procedures managed by GSE (Gestore dei Servizi Energetici - Energy Services Manager).
For small and medium-sized woody biomass plants — such as those ranging from 100 kW to 300 kW electric — FER 2 provides a guaranteed incentive tariff for up to 20 years, with reference values that, in the 2024-2025 procedures, reach up to approximately €246/MWh for capacities below 300 kW.
Thanks to these incentives, it is now even more cost-effective to build electricity production plants from waste woody biomass, transforming residues and by-products into a significant economic and energy resource.
